If I'm a City fan then I'm hoping the club pull out all stops to get Messi in. This is a once in a generation opportunity to have the greatest football player ever star for your club. It's the type of thing that you'll tell your grandkids about.
Sure, it would probably cripple City's finances and they would certainly be better off spending the money elsewhere, but it's Messi. He would transform the club single handedly.

Don’t all players in Spain have to have buy out clauses in their deals? If so it has to exist in messi’s deal or else they’re breaking the rules not having a buy out inserted in the deal?

If a player doesn’t have a clause in Spain, it will be calculated in court. A 33 year old with 1 year left on his contract, it’ll be peanuts.
