In career mode there is a training feature where you can practice penalties both against a goal keeper & without a goalkeeper. A tip, the easiest way to actually aim is bottom corner, because the cursor stops at the ground allowing you a stable aim meaning the reticule doesn't get as large & is more precise, it's also simply easier. So aim towards the ground/bottom of the goal & you'll have a bit more success.
Little tip, once you have chosen where the target should be, watch the player run up and then press the shoot button just as they are about to kick the ball and you will hit the target.
I’m playing season and had 4 awarded so far. My best attempt so far has probably missed the goal by about 10 yards.....
Rather than go into career mode to practice...Simply go into the Practice Arena... Dribble the ball into the box and press down on the D-Pad (I think any direction works). This then puts you into a penalty against the keeper.

I remember the practice arena, but as I haven't been there in a couple of years & I'm not near my PS4 I couldn't check to see if it was still there. (Like I know the practice arena is, but it used to be deeper than the last time I checked it a couple of years ago, so didn't know if it still allowed penalties) Didn't know if it was one of those things EA will have removed so didn't want to recommend unless sure. Handy to know it is still though.
For me it would be better if aim target fixes after power (like free kick).
While I agree, I think the reason it doesn't lock in penalties is because they like to allow people to change their mind. In the past it was highly requested during penalties to be able to change your mind, so I believe that's why it doesn't lock in place. Doesn't make it less frustrating to try to hold it in the corner but at least there is a somewhat legit reason for it.

In my opinion it should be done like PES. Target locks but you can't move the keeper when the player starts the run-up.
