If this thread gets crazy amounts of view and comments... maybe? Otherwise probably not... you could always contact EA help, but I have a strong feeling they'll end up sending you here...
The players that are most likely to be deserving one do have a card, so that's not a problem.
And even if there's a player that deserves a card but isn't in the db, it's not a problem either : it was the same thing during AFCON (Bancé, Zezinho, Ngadeu, ...), they just give the card to someone else.
Or they could just add them to the db like they did recently.

You don't make sense mate, they could fix their servers whether they release special cards or not. There is absolutely no link between the two things.
