I believe that as long as you can acess the internet and have made an ea account you can access the web app
No I believe you can only access the web app if you played FIFA 21 (on the same platform as your current one) prior to a certain date (possibly before August this year).
I've searched a lot to find out about this , seems to me no one knows for sure .
the only statement by EA is this
Access to the Transfer Market is a privilege for our players. That means if you’re brand new to FIFA Ultimate Team (FUT), you’ll need to earn access to the Transfer Market before you can use it.
If you’ve accessed the Transfer Market in previous FIFA games, you may get access right away if your FUT account is in good standing. But if you need to earn access again for FIFA 22 read on to learn how.
