Yes, because EA do not have official licenses for the tournaments, they could only set rules for the nations winning international fixtures between June 11 and July 16. This means if there was a random friendly match in those dates (obviously can’t happen because of the tourney but technically speaking) even that would count towards the upgrade

After a 4-0 loss against the same team of Brazil a couple of weeks ago it's hard for any enthusiastic peruvian to think that they might go to the final... But there's that saying: the ball is round!
