it took them 3 title updates to get the winter ball. I think for this it will be likely the same. They haven't even update the correct winter transfer squad for all league.

What steps did you take to make them available? I see the EPL ball now available in kick off but not in my existing CM. UCL ball is nowhere to be found. I am on PS5

delete the DLC file in your profile. It should redownload it back and you can play it during offline mode. sometimes DLC file and online squad file will conflict with each other.
