Why would you ignore the first legs of the knockout stages? We had MOTM cards for them last year
EA only care about the big boys, so I would imagine they think the first leg is only card worthy once all the CL teams have played. So can see all the MOTM cards next week.
Ofc this screws over any Europa teams who may have deserved a MOTM from their first round but get knocked out in the second round next week. But EA don't care about that

Last year they simply released MOTM cards for this first week of games. Even if we assume EA does everything based on making money, MOTM Mbappe, Haaland, Bale etc in packs right (instead of only the TOTW) now would business wise be a way better thing to do than to do wait till next week (when they are probably releasing an actual new promo like winter refresh) and lump all the MOTMs together.

You can also argue that they have the stats from last year that shows that winter refresh doesn't get as much money in for them as we think - so they could want more motm cards in at the same time to get more people spending 🤷♂️
