Making from scratch- not really. If you have some fodder go for it- IMO he is end game card.

I wouldn’t do it. Ferland Mendy will perform about the same for 1/50 of the price. I wouldn’t blow over 1M of coins and fodder on a FB this early in the game

Get 86 or HL Hernandez. 20% to 45% the price of Roberto Carlos.

I would go for it, but maybe wait to see who you are getting in packs if you were saving any for toty. I wouldn't play Mendy as I'm not ultra keen on him irl but Carlos was one of the best attacking fullbacks ever, so it would be more enjoyable for me to use him.
