When will the transfer market be available???

All I get at the moment is to unlock the transfer market I need to play on console.
But it's a bit odd that everybody else seems to not have this issue. WTF

I'm on playstation dude I think it's because I started on PS4 2nd week in August.
I've been member since FIFA 11 all on PS3
