Gullit is always better than anyone, any fifa. Mid Gullit hasn't the best stats but he's already the best cm in game, so is prime Gullit. PIM is slightly worse due to different hair. You can take anyone else, give him all 99 stats and still Gullit is better cdm/cm.
It's the same every fifa. It's just his body type and his hair, cannot be beaten by anyone.
Of course that's overall because there is no card that will perform every game. So you can buy Gullit and he will not perform 20 or 30 games, that's possible. It's how fifa works
