When will the first TOTW come out

Apologies, if this is not known yet, but wanted to hear if someone knew it.
I was just wondering what if a TOTW comes out before OTW team, and let's say Lukaku got a TOTW before the promo, what rating would his OTW start at?

It usually comes out on Wednesday, so TOTW 1 should be available at early access.
That's a good question about OTW, but I don't think they'd give an IF to any player that has OTW card until the promo comes out.
