LAG SWITCHING IN EVERY ONLINE MATCH THE PAST 3 DAYS??

It seems like everyone I face is using a lag switch, it's obvious because before I enter each game my ping is fine, what happens is I then enter the game and it starts out fine....Until a scoring chance arises at which point I will see that red latency thing pop up on the screen. It pops up only at crucial moments in the games, do this many people cheat? Because honestly in the last 3 days I think out of roughly 20 odd games, only ONE opponent was not using a cheat. Could someone kindly clarify if this is an indication of a lag switching so I can promptly uninstall that cheat infested game, there is no point playing if there is that many cheats with nothing being done about it.
