EA programmed the game so the match difficulty isn't based on real football factors such as current team/player form, opponent quality, the priority/importance of the match for the CPU team but instead based it on a win/loss cycle, possibly also based on your teams current form and league position. So for example, if you beat Man City 3-0 in your previous match, the CPU will more likely put Huddersfield in beast mode in your next match than if you had lost 1-0 to Man City.
Although obviously things such as opponent quality do have some effect on the difficulty of a match, there is clearly an overriding factor that heavily influences how the CPU plays each match.
