Unless they specifically say you can’t get certain cards in a pack they have to be available. It’s an 83+ pack, therefore all cards that are in packs and are over 83 rated have to be packable.
If they’re not and it’s not specifically stated then it’s kinda naughty from ea. It’s like randomly saying you can’t get informs from prime gold packs, or ucl cards from electrum packs, but not telling anyone about it. People would not be pleased.

Well, I always thought it was, but others are saying it isn't.
I'm sure I've seen people showing Icons from gold upgrades, rare gold players packs, even heard of someone getting an icon from a bronze pack.
To be honest, if it is technically possible it's almost impossible in a real sense, you know, if you calculate the odds.
Might be worth asking E.A Roger for some clarification...I'd be interested to know too.
