There will definitely be TOTS in my opinion. There's no way EA are missing out on the money that promo gets them.

They have happily started the TOTS before leagues have finished in the past. Prior to the world cup 2018 we had an early TOTS which started with quite a chunk of the leagues still to go to avoid it clashing with the world cup and I'm sure likes of the fan vote for the community TOTS and Bundesliga TOTS are released before the conclusions of the leagues if I remember correctly.

I was personally expecting an earlyish TOTS anyway this year due to Euro 2020. I know EA don't have the licence for it but thought they would still look to do a big international based promo and maybe do Euro MOTM cards etc with unofficial designs like they used to for the Champions League prior to getting the license.
