AFAIK they dont give a date but with how long it takes to get web app access these days I don't think you have a chance of getting it now on a new account

Requirements for companion/web app should be more difficult. A code should also be issued per purchase of game.

So what about the "welcome back" loyalty packs on webb app if I don't buy the game first? Do I still get them or do they appear only if I already have 20 on my account?

You will get them if you have web access already regardless if you buy fifa
