Why is TOTS Salah's price capped at 600K, but his TOTW sells for 1.3M?

Any idea? His 98 TOTS can't be sold for more than 600K, yet there's a bunch of 94 rated TOTW's going for 800K-1.3M.

Price ranges are not updated any more, so you get these examples. Same goes for TOTS Eriksen and probably a lot of others too.
