I would say that when playing against the CPU in CM, the most overpowered formations are those with three forwards since it tends to be pretty easy to exploit the flanks.

Either the CPU will give too much space to your wingers, usually because the CPU fullbacks have a tendency to tuck in too much, or it's really easy to manipulate the CPU defense by using one-twos on the flanks. The easiest thing in the world is to hold the ball on the flank with a winger or fullback, wait for the CPU fullback to press, then through pass to your winger/fullback as he gets in behind. FIFA still has issues with teammate defensive AI tracking back and helping out and so it's pretty easy to exploit with overloads.

If that doesn't work for you, if you can master timed finesse shots - which are the most OP way to score right now and really easy to master since all the finesse shot animations are the same - then play a formation with a couple good shooting CMs. If I try hard, I can almost always score at least a goal or two from the edge of the box doing this but it's pretty dull and cheap feeling.
