At least a 6 core processor if you’re doing both on the same PC, and a good GPU. That’s where most of your budget will go.
I run the latest i7 with a GTX 970 (I’ve had since it came out and haven’t had a need to upgrade as I don’t play many PC games) and I can stream via OBS and play at about 180-200 FPS with no issues. Granted I don’t have my graphic settings on anything crazy with Fortnite as it’s not needed.

Not been in the loop as much since building mine but ryzen seems good value for for money now. Either 2600x/2700/2700x whatever your budget can fit

On phone so cant put a pcpartpicker together easily
Amazon just finished their 20% warehouse deal could have got bargains there. Built mine from there two years ago and still haven't seen a 1070 for 290 like I paid
Only issue I had was the top pci slot of my mobo doesnt work
