So much depends on how you define "justify".
The prize money is very rarely worth much these days and broadcast revenue doesn't change much based on one player moving.
The question, from an economic view, is whether the commercial potential and match day receipts increase by more than the players wages. If so, they are worth it.

Ozil is inconsistent, but he does show his class, and when he has a good game hes up there with the top players in the league no debate. Imo I think that he is worth the wages, especially with the growing demands in football.
