Mine wasn’t appearing on mobile app but did appear on console, seems like an end of year “come on guys, play 8 more games for us” push by EA. Weird, they would actually make money still right now if they just kept all of the promo cards in the packs until the very end, sounds crazy, but you would still have people gunning fp to get good cards.
They're probably doing it for the players who could never afford guys like that. I'm OK with it. I know one friend who would appreciate being able to try out the cards even if they're only loans.

I opened the mobile app and it was there.
If you log into console you get a huge banner pop up thing saying
“10% off fifa 19 if you go to XYZ”
