World Cup Mode Upgrade Packs

Has anyone else experiencing an issue with the confederation upgrade packs where they're giving you 3 random players rather than 3 from the same and correct confederation? I haven't seen any other threads about this so maybe it's just my account or I'm the only one still playing it
