lozano for ypoty

This my first year of fifa. Would eredevisie get a ypoty or poty, and if so do you think lozano has a chance, he's 22 so idk what the age limit is but I would consider that as youth right?

The age limit is 23 I believe, but eredivisie don’t have ypoty on Fifa, only England and France.

Yeah, I guess it something to do with licensing and sponsorship.
