Why? When you do the thing it doesn't say what Icon you will get so you know you have a chance of getting any of them. I don't see the problem with this and some, like you, will always be a unlucky but that's life.

It wont happen because someone could do enough to get the full set and they still need there to be demand from them on the market. It's pointless having some of your best cards sell for peanuts and it doesn't sell fifa points for them.
