How do you report PC hackers?

Hey,

I've just played a player who was using legacy defending online (in the DKT for some reason) - how do you report these people?

You go to origin, look for add friend, click on the username and choose report user.
I am doing this all the time but it seems that they just change usernames and come back.

EA is not taking this seriously and cheaters have been around for years.
