Can't sign anyone on loan

I don't know if it is a glitch but every player I approached did not want to move couldn't even
Make an offer. There were players loan listed by their clubs but it always said they are not looking to relocate. I couldn't afford to buy anyone of use so loans was only option and could not sign anyone whether they were loan listed or not
