OT Best app for editing videos?

Daughter made a couple of videos she wants to edit by putting sounds in and changing her voice. Anyone here know of a good one's?

i've used sony vegas for a while, but not sure about voice changing thing.

Sound bud had a look last night can't seem to find one that does it all.
