Stuck on Elite 3 WL

Past few weeks Ive been stuck on 29-31 wins.. Best ive finished is 35 wins (only once)

BUT how do I go from constant Elite 3 to Elite 1??

i stuck in elite 3 forever too. I lost lots of games due to input delay and disconnections. I dont think i can get higher than elite 3 until i figure out how to have less lagg and disconnections. I can win against most opponents even with a lit input delay; but when facing players with similar skill, its extremely hard with delay.
