I want to start a CM with one of the big Premier League teams that haven't had much success in recent years, which means not Chelsea, Manchester City or Manchester United. I've never done a Premier League CM (I always do a RTG and eventually get there), and I've only ever played in the PL in my player career mode so I don't know much about any of the teams in FIFA.
I don't want to start in the lower leagues (I already have a RTG) and I don't want to go with one of the lower table teams. The three choices I came up with were Liverpool, Spurs or possibly Arsenal.
I feel like rebuilding a club like Liverpool or Spurs would be enjoyable and would allow me to have a CM that consists of trying to compete with the top teams, winning silverware and doing well in Europe which would last a few seasons if not more.
Would anyone recommend any of my choices? Does anyone have any other good teams that I could use?

I've thought about taking someone like Bournemouth. And to make it interesting only use loaned players, or something unique like that
They do have a good squad with some decent young players. It would be fun to take that team, build on it and try and challenge for the title and eventually the CL.
I've never tried different transfer rules that others have suggest so it might be an idea to implement some into this CM. Any suggestions?
If you go with a small team like Bournemouth or Watford, I would suggest going full loan option only. You can loan a player like Rashford who might otherwise be difficult to sign. Buy one or 2 key young players for the future if you want to (e.g. Fosu-Mensah). Maybe build in a buy at end of loan option
If you go with Spurs, with a massive budget, you can do anything you like obviously.
I have made little rules for myself, like only players from England, Netherlands, Germany and Brazil for Arsenal, or Spanish, etc. for Chelsea.
Most of the current squads are like a united nations of football, which to me makes little sense from a momentum type perspective. I like how the clubs like AC Milan used to have mainly Dutch foreign players, and Inter mainly German. Created a fierce rivalry missing these days
