Why does no one use iMotm toure?

I am confused as to why no one uses him? He looks like an unreal CM? Yes his workrates are medium and low, but is that not very similar to high and medium like pogba. However, he just sits a little further back with the attacks? Also you can put on stay back while attacking on him? Looks like a solid card to me!

I have him, will be swapped with POTM Alli though. Yaya is amazing on the ball, but he is One of the worst I have ever used Off the ball. His finishing is crap too
