By not getting rights to the Chinese League. Tevez now will join Shanghai and will be making 40 mil a year. Can someone show me a team of players that have gone to this league?

You'd be wrong. EA will go anywhere if it will make them more money. Why do you think the Saudi league is in the game?
Yes in the next following fifas I agree but my point is ea most likely don't care about not having the Chinese league in this Fifa as they don't need it to make the money that they do.
FIFA is (apparently) incredibly popular in Saudi Arabia. My understanding is that there's a different game (i.e. not the same "FIFA 17" that we play) that is released in China, meaning that signing the Chinese league for FIFA 17 would be a bit strange.
The potential market in China is huge!!

I'd say PES sells well in Asia, they've got the licence for Chinese league.
Talking specifically about China though, as I'm under the impression they have a different soccer/football video game.
Probably the same reply that some Euros have of Americans.
The fact of the matter still stands. If there's profit to be made, EA will be there soon™.
I'm not saying people in China don't play video games or don't love the sport. I'm saying there is a different soccer/football video game in China, they don't play FIFA 17.
In comparison, FIFA 17 sells incredibly well in the US.

There is also the issue of piracy in China (like other parts of Asia) and to sell many copies EA will likely have to lower the price by quite a bit too. Also does EA also want even more accounts loaded with stolen cards buying points, yet another issue.
I only see the Chinese league being added if it becomes more popular worldwide.

Well, they probably play that other game because that other game has the Chinese League in it. Maybe if FIFA actually had the Chinese League, the 12 year old Chinese kids would switch to FIFA since it's more arcade-like and requires little skill.

Microtransactions are how everyone makes their money in China. I don't know if FIFA online is still released there, but there were definite versions that were Asia only for many years. So it's entirely possible that EA could release another FTP game there at some point and only get the license for the Chinese league for that.
The rights would be important to break a PES-monopole e.g.
The quality of that league keeps getting worse and worse.
