I'm against a salary cap in the Premier League but I would like to see something better than FFP to balance the league as a whole a bit.

As a rugby league fan(a sport with a salary cap) a salary cap in the Prem is a bad idea, in Rugby league the salary cap in england is lower than Australia, and therefore by default the English league pales in comparison.
A salary cap would have to be world wide to work, but it just wouldn’t be do able worldwide, FFP can work with much better governing of it imo.
Per the Athletic, City want Messi but Pep and other City higher ups who used to work at Barca do not want to be the guys who take Messi from Barca so they are waiting to see if he forces a free release.

If he does leave you the favourites imo, Pep/Aguero, great chance to win Prem/CL, and should pay as well as anyone. PSG could get him and the likes of United/Chelsea are possible but not as likely.
Messi is better off leaving. Barca need a entire rebuild and better club management. At the same time, is it really worth to build around Messi or simply just let him go/sell him and start a new project? If he goes to City, then at least he can just slot into an already great team, with plenty of quality to surround him.
