I don't suggest following this completely. Some crucial changes I made for example are:
Sprint Speed and Acceleration down to 49 for user, keeping CPU at 50.
CPU marking down to 58 (rather than 60), so that playing out successfully from the back doesn't leave them exposed at the back because they were too aggressive in pressing your midfield.
CPU line length down to 40 and line width down to 45.
CPU pass speed to 52.
Overall, the most significant changes are increasing CPU marking, run frequency, and reducing their shot, pass, and touch error.
I HIGHLY recommend these settings, as it's made legendary relatively challenging for me so far. The only caveat is that the game is played at a faster pace, even with game speed on slow. But I can't tell you how happy I am that I've started to concede some goals. Keep in mind I'm playing in league two and I've only tested this in about 6 or 7 games, so results may be different for you.
Did exactly this. It was somewhat harder, but a few games in and I'm still not having a real challenge. If anyone who doesn't play career mode, and therefore doesn't deem it necessary for there to be a change in difficulty, I show you this video of my 67 rated CB, Manea, going on a run against Stoke.
Legendary on fifa 16 became pretty easy in 2 months for me even though the possession was always on the cpu's side
But now that i can play possession and play well in this game, everything has gone to ❤️❤️❤️❤️. It's way too easy

I'm going to try and see if reducing the marking and maybe the line length does anything, because maybe the opposition fullbacks slow down in order to keep a tight line length or something? I don't know.

Even then it plays so unrealistic it's shocking. When defenders jump out the line and get the wrong side of your attacker... it's not supposed to happen... it's too fk8ng easy. Not only is it easy, IT'S ❤️❤️❤️❤️.

YES, THANK YOU. I thought I was the only one. In FIFA 16 in career mode I played on world class difficulty, which at the end was just a little too easy but still fine, and legendary was still too hard for me. In 17, I started with world class and quickly had to go legendary, because it was too easy. Even now, i barely conceive any goals and 15 games into my season i still have 0 losses. This isn't really challenging.
I feel exactly the same. I am Pompey and find it the same. Yes the teams arent as good in League 2, but still, playing with an EPL Team will/is just as easy. I tried it for a few matches with LFC, same issue, too easy!!!
I'm not at that level of a lot of you guys. I need a level between professional and world class. I do play on world class but something just feels off.
On world class I hardly concede but I also hardly able to touch the opposition area.. trying to find a good slider set to get the most balanced fun!
I currently play on professional with slow speed and lowered pace and pass speed and feel the game plays more 'realistically' personally. Me and the cpu create good chances etc but still a challenge
I do agree, legend is waaaay too easy. It's ruining my carrier mode, which is the most important game mode to me. I'd definitely like a patch adding a new difficulty.

I think that means your players' AI, not sure if it will apply to an offline opponent

Nah, CPU should mean the opposition AI.
It definitely feels harder, guys! But it's difficult to really say due to the ambiguity of the sliders that I'm currently using. I'll post them here. I haven't won in the last six games or so and I even moved my players' pace sliders from 49 to 50 to help me out (although I'm using a league two team and imposed restricted budget rules on myself so that only a handful of my players are 60+ overall)
The major thing I'm noticing is that it seems to be more difficult to get around my opposition fullbacks, as they're tracking me to the byline.
Sorry for the double post, but I'm going to post my sliders. For me, it's promising: this is the longest time I've found the game difficult so far. Hopefully you get good results too, because I'd hate to get poor feedback a second time :P

I was leading 1-0 vs Bologna, and lost 1-2. So there is a dynamic intelligence now. At least with teams, which has a low rating. Against Roma i have won 1-0, but it was always so that it is harder to beat underdog as a top team. I really enjoy the game right now!
It is harder to score. And CPU attacks different as preivously. Against Roma a won easily, but then 2 losses against Atalanta and Bologna and a draw against Cagliari , i scored equalizer goal.

Well, up to me, they now use through balls very rare. Maybe it just seems so, iva played only 5 matches. They play short passes and it feels that is harder to win the ball back.

Well, up to me, they now use through balls very rare. Maybe it just seems so, iva played only 5 matches. They play short passes and it feels that is harder to win the ball back.
