Where is Liam Feeney (Blackburn)?

Liam Feeney's Blackburn transfer card is in concept and i been looking for over a month...but I can never find it on the market, and it's apparently not been listed in the transfer spreadsheet made by EA or on the futhead database. I presume he's out of packs all together... I know he's only a 66 rated non rare silver but still, where is he?!?
