How to Transfer player cards to another account?

Saw some FUT sites giving away IF cards, just wondering how do they do that?
Isn't it illegal? Is it possible to transfer a player from an account to the other without spending coins?

EA does it for them. I believe they are untradeable.

The sites gave away are sponsored by EA I think so EA will be doing it, not the site owners themselves.
